tauRec: add the ReadCondHandleKey of detector elements (ATLASRECTS-5461)

Several ReadCondHHandleKey are removed in previous MR by mistake, causing many errors, i.e. could not find current EventTime, when reading ESDs in tauRec of MT mode. These ReadCondHHandleKeys are added back now.
