Technical release of TRTMonitoringRun3 for the combined DQ tests (4-8 May)

This is a technical release to be validated during the central combined DQ tests, which start at May 4th. Since the previous release, many new monitoring histograms were added. Also, new algorithm was introduced, which runs on RAW data. Additional improvements and optimisations (both style and functionality) will be definitely done before the final release, but this MR is rather urgent. Many thanks!
