add DerivationFrameworkFlavourTag

This is part of the DerivationFramework migration effort from 21.2 As discussed in Software Coordination, these MRs should be reviewed in an expedited way. @jcatmore @krumnack

This add the DerivationFrameworkFlavourTag package

  • HbbTrackThinning and HbbTaggingAlgorithm are not yet in the package since it requires BoostedJetTaggers
