Add noalg chains for L1calo items (ATR-21129)

Added a bunch of noalg streamers for L1 calo items. They appear to always pass in the reference file I updated because that test is force enabling every chain (and since there is no cut at HLT for noalg chains, they therefore pass). In the P1 test I see more realistic counts.
