Remove IBLParameterSvc

Remove the non-thread-safe IBLParameterSvc, replace with the PixelModuleDesign for all the clients. The comparison between the reconstruction (single mu at 20 GeV, 5k events) with and without IBLParameterSvc shows they have identical results, details can be found here: https://kelieos.web.cern.ch/kelieos/TrackingValidation/test_IBLParameterSVC/
