Dropped logging level severity from FATAL to ERROR for G4Exception (ATLMCPROD-8120)

Upon request from Simulation experts, this commit implements a reduction in the assigned severity of Geant4 errors. The errors will still fail the job, but the user now has the option of ignoring them with --ignoreErrors True
