hopefully final fix for IOVDbMetaDataTool to correctly override the IOV

This is the third iteration to fix for !32698 (merged) and !32056 (merged), and corresponds to new problems in https://its.cern.ch/jira/browse/ATLASSIM-4546. Since there is basically only three ways to do this reset, I expect that this should finalize things. But let's see. @jchapman, @tsulaia
