HIGG3DX further updates

This MR updates the HIGG3D1 and HIGG3D3 derivation formats adding fJVT for PFlow jets, new btagger and retraining for VR track jets, and PromptLeptonImprovedVeto (in the case of HIGG3D3, already included previously for HIGG3D1).
