Remove deprecated JetResolution package

The JetResolution package has been deprecated for several years, and shouldn't even be used in release 21, much less 22. This finally gets rid of it to avoid any potential confusion in the future. I've also removed the dependencies in JetAnalysisAlgorithms and CPAnalysisExamples. SUSYTools and TopPhys somehow still depend on this in master (not that anyone uses those versions to my knowledge) - it's the responsibility of those package maintainers to keep them reasonably up-to-date, so I haven't dealt with that here. If anyone tries to use JetResolution now it'll be very obvious that they're doing something wrong.
