Make mm gas mixture configurable

Patrick Scholer requested to merge pscholer/athena:mmGasMixturesV2 into 21.3

This MR add the possibility to configure the gas mixtures in the MM. Changes in digi are mostly committed on behalf of @xuh. Most gas parameters are now stored in the NSWCalibTool and given to digi via the new function mmGasProperties
