Follow-up for SolidStateDetectorElementBase and SiLorentzAngleSvc

This MR is a follow-up to !32726 (merged) and continues the developments being tracked by ATLSWUPGR-92, adding navigation methods to SolidStateDetectorElementBase and allowing SiLorentzAngleSvc to be configured for HGTD (returning null corrections and nominal values).

The update to SiLorentzAngleSvc is a temporary solution until a more "proper" implementation can be completed for master.
