Add class for new MT TDT feature access for TrigInDetAnalysis code

Add a new class, AnalysisConfigMT_Ntuple which includes the new release 22 TrigDecisionTool Feature access

In addition add code to allow the access to xAOD::TruthParticles from AOD This should allow the full TIDA offline analysis chain to be run on AOD files produced using the new MT trigger navigation

This is a first attempt at the basic implementation needed to add necessary functionality required for the ID Trigger ART tests to run in release 22

The code in the new classes only runs in the ID Trigger ART tests, but not at Point 1 and not at Tier 0.
