exclude Tools/JobTransforms from athena build

Walter Lampl requested to merge wlampl/athena:noToolJobTransForm1 into master

As far as I know, the package Tools/JobTransforms is completelty obsolete (n-2 incarnation (eg Grandfather) of the current JobTransforms (that live in Tools/PyJobTransforms).

With this MR, I set it on the exclusion list for the Athena build. To be removed in a second step.
