Produce cmake graphviz output without relying on BINARY_TAG

Follow-up to !33015 (merged):

• Do not rely on BINARY_TAG in build scripts
• Enable the graphviz output also for AthGeneration, AthSimulation and AnalysisBase. Considering those projects are much smaller the produced graph could actually be useful as is.
