JetTagMonitoring: Disable decision tool if not used.

Need to disable TrigDecisionTool if not used, to avoid auto-retrieval. Fixes q222 failure. (Don't use the TDT from the base because that's an ITrigDecisionTool, which doesn't support getChainGroup.)
