egammaExtrapolator: Do no need to have extrapolator sub tools to ToolSvc

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:remove_toolSvc_egammaExtrapConfig into master

Seems that this is now possible after MRs from @sroe and @ponyisi . One removing the magic "ToolSvc." the other adding "this"

Lets try 1st on the egamma Calo one to check. Then prb we can do that for the ATLAS general one also
