Adding PSFrac decoration for PFlow jets

Zach Marshall requested to merge zmarshal/athena:21.2_PSFracPatch into 21.2

This should resolve ATLJETMET-1252 . Thanks to Chris for the tip!

The decoration is needed for correct MET building in DAOD_PHYSLITE.
