Added deregistration of LumiBlock based histograms in online environment

Related to ATLASDQ-780 In the implementation of the LBN histograms in AthenaMaonitoringKernel we missed deregistration of LBN histograms. This MR adds it. It also speeds up actual use of LBN histograms by keeping a local cache. BTW. Events that are reordered are will end up in the wrong LBN. Is this acceptable?

Tagging: @rbielski who actually discovered the problem, @fwinkl, @ponyisi @cburton as this adds a new property to the GMT (very specific as per Frank's suggestion).
