WIP: Adding HT chains to LS2_v1

Following on from @peter's addition of the HT configuration, two chains were added to the LS2_v1 menu.

The ht1000_L1J100 analogue has explicit parameters to match the default ht chains in Run 2 (30 GeV jet et, standard |eta|<3.2 cuts).

For the cosmics menu a la ATR-20624, added an analogue to ht0_L1J12_EMPTY.
