Allow the muon-pflow ORL to be also b-jet aware

Javier Montejo Berlingen requested to merge atlas-phys-susy-wg/RPVLL/RPV1L/athena:21.2_mupflowOR into 21.2

The additional muon-pflow jet OR step that was introduced to mitigate the reconstruction bug is not b-jet aware. This doesn't play well with the b-jet aware OR since the b-jet would be already masked in the first step and wouldn't reach the usual lep-jet step.
