PowhegControl: STJ interface - AGENE-1616

This MR implements the interface in PowhegControl for the new single-top + jet process. This was discussed in AGENE-1616 and in this ticket in our powheg-experts repository. It has been tested and works fine with ATLASOTF-00-04-04.
