LArCellsMon config

Pavol Strizenec requested to merge pavol/athena:LArCellsMon_config into master

This MR changes config for new LArCellsMon algo in the same way as other new LAr monitoring algos, to run in parallel with the old one in case of Reco_tf is running. In the same time cluster collision time mon is properly configured (once we have EM clusters back)
