enable the thread-safety checker for TRT_StrawNeighbourSvc

Checked thread-safety for the TRT_StrawNeighbourSvc, it's only used to get the straw neighbours and should be thread-safe. So enable the checker and no warning is observed. Thanks @hansenph .
