tauRecTools: skip TauEleOLRDecorator in AnalysisBase

TauEleOLRDecorator can not compile in AnalysisBase due to lack of a Egamma tool. For now, we skip TauEleOLRDecorator in AnalysisBase to make tauRecTools compile.

Adding the "urgent" label, as the changes are limited and we'd need this to be merged asap to get tauRecTools to compile in AnalysisBase master.
