MuonMomentumCorrections: fix MUON_MS bug

This MR fixes a bug in how zero values for the smearing are used when deriving the extra smearing to be applied to 2-station tracks (when doExtraSmearing is set to true). Thanks a lot @mkbugge for spotting this!
