Introduce MMClusterOnTrackCreator

For the reconstruction or the MMs, a calibration based on the track position will be introduced in the future. This MR is the first step in this calibration, introducing the MMClusterOnTrackCreator which will host the calibration code. For now just the structure is introduced, maintaining the current functionalities.
