Fix configuration of tracksummary tool in legacy muon trigger

Updating the configuration of the track summary tool used by various tools in the legacy muon trigger. This removes warnings along the lines of:

ToolSvc.MuonTrackSummaryTool WARNING getTool: Identifier is from ID but have no ID tool.
