TrigHypoCommonTools: Delete package

Delete package that only contains L1InfoHypo which was used in the Run-2 cosmics menu. It's still referenced in TriggerMenu but the code is not being executed as there are no cosmic signatures in the only supported Physics_pp_v7_primaries menu.

Relates to ATR-19150.
