fix crash in HLT emulation tests, that become now ctests (next: remove the ART files)

  • The two HLT emulation tests become ctests: TriggerMenuMT_emu_step_menu_processing_ctest and TriggerMenuMT_emu_step_processing_ctest (since there is a parallel cleanup of the package, the art files are still here, but they will be removed)

  • Fix a crash when a combined chain starts with two empty steps (@hrussell ) ( the test was running wrongly, so didn’t show the crash)

Next:

  • move these in TMT
  • remove gradually all tests in here Connected to ATR-21713
