Improvements towards HGTD geo working in 21.9

Fixes towards getting HGTD to work in 21.9, following discussions in ATLSWUPGR-70

  • HGTD_GeoModel: Transforms putting the HGTD volumes into the right places (or at least close), following detective work by @menke. Also several comments were added making it clear where parameters controlling the layout should be taken from the db in the future.
  • HGTD_ReadoutGeometry: setting the name of the detector manager (also this from @menke)
  • G4AtlasTools: python fixes to actually add HGTD when requested (thanks to @jchapman)

For anyone reviewing, HGTD isn't yet included fully in 21.9, and therefore this won't break anything. If anything, these changes together seem to make the HGTD material show up in quick tests by Sven, so they're changes in the right direction!
