Add Run2 muon reconstruction ART test

Hi,

this MR adds an ART test running reconstruction on 2000 di-muon events using the nominal Run2 layout for -2.7<eta<2.7. It produces the same performance summary files as test_muonrec_Run3_symmetric does for the Run3 layout.

CC'ing @kluit and @wleight to inform them (as it will also go to 21.0 and 21.3 to allow for debugging of master).
