New config for ISF_SimulationSelectors Fatras dependencies

Towards configuring ISF_SimulationSelectors, add and update some configuration of Fatras services.

Adds some Sim.Fatras flags to configure this configuration.

Also enable post-build flake8 for ISF_SimulationSelectors, and correct MT dependence of Simulator services.
