Update to AtlasSemantics: The store() method of the PublicHandleArraySemantics (that deals with ServiceHandles and PublicToolHandles) accepts now also PublicToolHandles and SericeHandles as parameter (on top of type/name strings and configurables).

Should at least party address @guirriec 's ATLASRECTS-5562 as well as the issues @ponyisi experienced when using the CAtoGlobalWrapper.
