Update online Event Displays configuration for rel22

First working configuration for the online Event Displays in rel22.

• Fixed OnlineEventDisplaysSvc in rel22 (AA-19)
• Fixed the pixel cluster splitting error discussed in ATLASRECTS-5496
• Fixed one of the condition DB errors in ATLASDQ-772
• Updated to the latest condition tag
