21.9 Placing HGTD inside the IDET envelope

Christian Ohm requested to merge atlas-hgtd/athena:21.9-IDET-CALO-envelope-adjustments-for-HGTD into 21.9

Following discussions in https://its.cern.ch/jira/browse/ATLSWUPGR-70, this MR puts the HGTD into the IDET envelope. If the HGTD is not turned on, nothing should be changed.
