TrigUpgradeTest: Code reorganziation

This MR replaces !35131 (closed). The code changes have already been review-approved, i.e.:

  • TUT source code to DecisionHandling
  • emu_step_* tests to DecisionHandling: as unit tests
  • full_menu_cf test to TriggerMenuMT: as configuration only

Related to ATR-21713.

In addition this MR here disables the set of "emu_step" menu tests that are failing (ATR-21840).
