Include High-Level Taggers in b-jet triggers

Implement RNNIP, DL1 and DL1r in b-jet triggers. No optimised configurations for Release 22 triggers exists, so for the start the configuration files are taken from offline Release 21 (BTagging/201903). (+ simplify FtagRun3Derivation code)
