Remove unnecessary warnings from RpcIdHelper

Hi,

in !35179 (merged) and !35619 (merged), I accidentally introduced the printout of some unnecessary warnings from the RpcIdHelper. This MR fixes them. I also adapt the issMdt method to work without the hasHPTDC method, since this way, the issMdt method can be kept for Run4 whereas the hasHPTDC method won't be needed anymore in Run4 since all HPTDCs will be removed in LS2. Adding urgent label since otherwise the warnings are spamming the q-test logs.
