Match jet trigger reco thresholds b/w legacy master & AT

Match reco thresholds for trigger jets between legacy master and AthenaMT:

• Updating reco thresholds for large-R jets in legacy master to 50 GeV (to match AT)
• Updating reco thresholds for small-R jets in AT to match R21 and legacy master
• Reclustered jets reconstructed from small-R jets with more than 15 GeV in AT (to match legacy master)
