Import TAUP5 from 21.2

Hello,

This MR is importing the TAUP5 format from 21.2, with minor cleanup, on a best-effort basis. A decoration tool is also imported (used in the TAUP5 skimming). Some things are commented out on purpose, they are either not ready yet (dependencies to other derivation packages) or will need to be revisited. Further validation will be required. The format is already declared in DerivationFrameworkCore, so nothing is needed on this side.
