Add C macro to calculate the beam spot size reweighting efficiency

Added a tiny macro to share that allow to calculate the efficiency for a 3D reweighting of the beam spot size. This is used to estimate the costs of reweighting the existing MC16 Run-2 hit files to the actual data beam spot size during the re-processing
