Add issMdt and hasHPTDC methods to MuonIdHelperTool

Hi,

this MR is a manual sweep of the changes of !35179 (merged) + !35619 (merged) + !35703 (merged) + !35792 (merged) from master to 21.3 and 21.9.

It adds 2 methods (issMdt and hasHPTDC) to the MuonIdHelperTool.
