Use /SCT/DAQ/Config/ChipSlim folder in MC jobs (ATLASRECTS-2851)

Use /SCT/DAQ/Config/ChipSlim folder instead of /SCT/DAQ/Config/Chip folder in MC jobs to fix https://its.cern.ch/jira/browse/ATLASRECTS-2851

RunTier0Tests.py was fine. RunTier0Tests.log

Various folder tags of /SCT/DAQ/Config/Chip are associated to MC global conditions tags. However, SctDaqConfigChipSlim-MC-14 is associated to all MC global conditions tags. https://its.cern.ch/jira/browse/ATLGBLCONDTAGS-57 Differences can be seen in regression tests. Counts of test_trigAna_RDOtoRDOTrig_mt1_build.py change.
