PerfMonAna: Fix ROOT batch mode

With LCG_98 batch mode is no longer set via the command line argument -b but explicitly via gROOT.SetBatch.

Fixes ATR-22025.

These changes look fine. We're getting CI failures from https://sft.its.cern.ch/jira/browse/SPI-1708, hoping those are resolved soon. Will pass to L2 in case someone wants to approve it there before CI problems are fixed (fine with me). -Mike (L1 shifter)
