TrigConfJobOptionsSvc: Migrate to IOptionsSvc

Migrate the code as much as possible to the new IOptionsSvc interface. The IJobOptionsSvc implementation remains for the moment, but that inheritance can just be removed once IJobOptionsSvc is being officially deprecated in Gaudi v35r0.
