Add SCT_RawDataContainer_p4 stuff (ATLASSIM-4810)

• Add SCT_RawDataContainer_p4 stuff to be able to read SCT RDOs produced with release 22 (ATLASSIM-4810)
• I didn't compile the codes as nightly or build of 21.0-mc16a were not available.

I could reproduce the CI problem with compiling InDetEventAthenaPool and AthenaPoolUtilities packages. It seems due to !28303 (merged). I added ATLAS_REFERENCE_TAG = "" to fix the CI problem. MuonEventAthenaPool CI tests are still OK with the change.
