Add SCT_RawDataContainer_p4 stuff (ATLASSIM-4810)

  • Add SCT_RawDataContainer_p4 stuff to be able to read SCT RDOs produced with release 22 (ATLASSIM-4810)
  • I didn't compile the codes as nightly or build of 21.0-mc16d were not available.
