Adapt Acts package to v1.1.0 and update externals to 2.0.80

This MR

• adapts the entire Acts package to the recently released Acts v1.1.0 (and will also paves the way for !35787 (closed))
• updates the externals to atlasexternals-2.0.80. Which brings the following updates wrt. atlasexternals-2.0.79 (atlasexternals@2.0.79...2.0.80):
  • Updated the generated ReleaseData file to include information about the CUDA compiler that was used;
    • This is to address ATLINFR-3601;
  • Updated Acts to version v1.1.0;
  • Added a forcedownload step to yampl, to make updating it a bit more robust in the future;
    • This was triggered by the issues introduced in !36719 (merged), and discussed in: !36719 (comment 3825265)
  • Updated mergeConfdb2.py to be able to handle files using a new data handle configuration mechanism. (That @fwinkl is working on at the moment.)
