Configure hypo track for isolation on electron triggers

This MR is to make use of track isolation on isolated electron triggers chains. Implementing also primary trigger e26_lhtight_ivarloose_L1EM22VHI in LS2_v1 menu. Following up discussion/implementation in ATR-20756

In addition fixed monitoring variables in PrecisionElectronHypo

ART tests passed locally.
