Update IDPVM hit information for ATLAS-P2-ITK-23-00-00

This MR updates the way the pixel layer and barrel/endcap information is retrieved in IDPVM to be compatible with the new layer numbering scheme introduced with ATLAS-P2-ITK-23-00-00. A configuration flag is introduced to ensure backwards compatibility with ATLAS-P2-ITK-22-02-00, through the proper configuration. ART tests are updated to take this into account.
